Now!… The Saturn Return—of America’s 119th Congress was significant. Ah… that return occurred on Thursday, December 19th, just 32 days before the Presidential Inauguration—and 15 days before Friday, January 3rd, when Congress convened. Esoterically speaking, Saturn is the planet of opportunity or the opportunity of time for reconciling the weighted probabilities of complex causes and effects that can unbalance the scales of any government. Therefore, in lieu of major turning points to come in America, everyone—on either side of the isle of Congress—has a colossal karmic responsibility to help correct these government energies that are out of balance.

And yet, how difficult is it to make enlightened decisions affecting every American citizen, while abiding in an atmospheric condition of hostile camps? For the scales of a new dynamic equilibrium to occur here, cooperation of energy is required, and this is not something one promises on paper or attains by assurances but in action. Conscious cooperation and mutual respect, like the wings of a bird, requires proper coordination for the best flights.

Each American, all humans for that matter, can do the same as what a Parliament, a Congress or a legislative body does. For we all carry our own legislative modus operandi. What we believe, accept as true and agree with, whether its principled or unprincipled, becomes the law of our life. They are, like in The Matrix, our rules. Our life, flowing through us like a river, obeys our current legislation—the laws or rules we’ve set up…until we change them.

Well, that Saturn transit signified an opportunity to plant a different idea, for congressional law makers, since the last transit-return of February 23, 1995. Indeed, that recent Saturn-Return, in light of today’s very complex political world, synchronizes with intensified congressional conflict. The burden of the responsibility, (response-ability), of Congress is to legislate outer laws that do not violate the inner law or basic energy of life, because:

Every system of government should be guided first of all by common sense, that is, by consideration for the Common Welfare. No other motives are valid for such a responsible, and I would say, sacred task. By the term welfare, I reference that portion of America’s Declaration of Independence, where Life, Liberty and the Pursuit of Happiness is mentioned.

The timing of Saturn’s recommencement and the new congressional round is poignant, when considering the party in power and the breakneck speed of change. On the previous slide [shown on the chart above] was the July 4th Declaration of Independence tropical chart, which is important to our theme for this conference. On the call, we talked about the U.S. and the prevailing element to which it belongs. It is the element of air in the tropical version of the July 4th chart. The Moon, Mars, Saturn, Uranus and the Midheaven, five points in the chart, all occupy air signs. Speaking figuratively and literally, the quality of the air must be considered.

We also studied the sidereal version of zodiacal constellations in the July 4th chart. It also carries five points in constellations of air. They are the Sun, Moon, Venus, Mars and Jupiter. The presentation of unbiased, thorough and accurate information will be, is already, a demand. Think of the U.S. Aquarian Moon, which stands for the public and its position in the 3rd House of news, data and information. Again, the highest air quality is paramount in this vein.

The public depends on these avenues to dispense dead-on-target information. News and information are the province of air. In the Tragedy of Hamlet, Queen Gertrude said, “Be thou assur’d, if words be made of breath, and breath of life…” [Hamlet, Act 3, Scene 4] So, those who report to our eyes and ears are using the element of air through the breath. All media have just as much, maybe more, responsibility for the quality of their content. Language shapes thought, and thought shapes reality.

Ladies and gentlemen, the Age of Pisces co-exists, with the Age of Aquarius, and the proverb-ial winds of change in America are increasing moment by moment, especially when you couple this with America’s Aquarian Moon and the upcoming transiting square of Uranus to that natal Moon. Add to the list, Pluto’s passage through Aquarius. I will relate more about this later…
